The Government of Belize has received loan financing from the Inter-American Development Bank (IDB) for the implementation of the Project – Promoting Sustainable Growth in The Blue Economy Program (PSGB). The Promoting Sustainable Growth in The Blue Economy Program seeks to enhance the sustainable use and management of marine and coastal resources by balancing economic development, environmental conservation, and social inclusion. The general objective of the Program is to improve income generation capacity of artisanal fisherfolks and to maintain export levels of fisheries products while contributing to the sustainable use of commercial oceanic resources.  

One subcomponent of the PSGB is the undertaking of “Consulting Services for Exploratory Fishing Operations, Stock Assessments, and Management Plan Development for Finfish, Spiny Lobster, and Queen Conch in Belize”. The objective of this consultancy is to conduct comprehensive fisheries stock assessments and update respective management plans for finfish (demersal and pelagic), spiny lobster (Panulirus argus), and queen conch (Strombus gigas L) in Belize.  

The Ministry of Finance invites eligible firms to indicate their interest in undertaking this Consultancy Service. For additional details, the required Expression of Interest Template can be obtained online at https://mof.gov.bz/procurement-opportunities/ or by scanning the QR Code.   

Interested Firms should provide information demonstrating that they have the required qualifications and relevant  experience to perform the Service.  From the expressions of interest received, the Executing Agency will prepare a  short list comprising not fewer than five (5) and not more than eight (8) eligible firms.  

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 (https://www.iadb.org/document.cfm?id=EZSHARE-1132444900-23306), as well as the GOB procurement policies and best practices, and is open to all eligible bidders as defined in the policies. Consultants will be selected in accordance with the QCBS method set out in the Consultant Policies.  

Qualified firms should submit one (1) pdf file in English via e-mail to khamilton.ceu@med.gov.bz or two (2) hardcopies of expression of interest to the address below clearly indicating “Consulting Services for Exploratory Fishing Operations, Stock Assessments, and Management Plan Development for Finfish, Spiny Lobster, and Queen Conch in Belize”.  

The Deadline for submission is no later than March 17th, 2025, by 10:00 a.m. (Local Belize Time). No late submissions
